Default Other emulators?

Hi,
I was just wondering if someone could give me a bird's eye illustration of what it would take to create an emulator such as this. The reason I ask is there was a really cool game that was out for a short while and then went under and I can't find the source code anywhere. It was called Fighting Legends by a bankrupt company named Maximum Charisma. I have the client install disc and wondered what it would take to get the server end up and running. Any input would be great. Thanks so much for your time.

It would take a ASSTON of code i would bet and alot of other stuff...I have never ever herd of that game or the peoplw that made it lol

Without a way to collect packets it'd be nigh impossible.
