I can't seem to find the source for the packet collector on SourceForge. Am I a complete tool, or is it not available?

It's not available. We're just trying to deter people from messing up our items database. Some people won't run binaries without access to the source code, and if you fall into this camp, you'll just have to live without packet collector.
