Default Choppy squares around pc's/npc's

Hello I hope ya'll can help me. I recently purchased a new gateway computer with an ATI Radeon 5450 HD graphics card.

Now when I play pc's and npc's have have choppy black or white squares around them. They blink on and off, especially when I change the camera angle. Anyone know what is wrong?

Also some zones seem to do this, and some like the nexus don't. Some are worse than others.

Please help and thanks in advance.

Having the same issue, also have a ati radeon 5450

Odd only time ive ever had this happen to me was 1. When i was using an OLD on board video card or 2. when i didnt have direct x installed correctly

unchecking all of the "allow X shader" options under the advanced graphics settings seems to ahve fixed the problem.
