Quest Window Problems

When a character is created, They start out at Tutorialb instead of Tutoriala, and there are no quests that go into the quest ui. I think the quests are there, but they are not recognizing as accepted quests. We are using Titanium. Is that a problem? Please help? Also is there another place to get more quests? Thank you
