Default Characters De-levelling to 52

On my server, characters are experiencing a problem where they are sent back to level 52. It seems to only happen to characters who are level 60 though. I have three different rulesets for the maxexplevel rule, 1=51, 2=60, and 3=65. I made every classic zone use ruleset 1, so the max level you can reach in classic is 51. Kunark zones all use ruleset 2, so the max level should be 60; however, while fighting in Kunark zones, people are being sent back to 52.

I have personally experienced it after dying (there is no exp loss on my server) and being returned to my bind point, which was in Karnor, and my two characters went from 60 to 52. Three other people have now said that while fighting in Kunark zones, they lost 8 levels. Does anyone know of a fix for this to keep it from happening? Right now, I have a global quest to keep track of a player's max level and then an NPC will restore it for them if they are de-levelled, but that's an annoying solution because you have to keep leaving the zone to go get your levels back. It also appears that it is often your first kill upon zoning in that de-levels you.

Someone on my server suggested a possible reason for this. Although the level cap is 51 in classic zones, you can still gain experience. People are getting full experience bars then when they go to Kunark where the cap is 60, they level up. This appears to be bugged though because instead of staying at 60 or going up one level, they go to 52 which is one higher than the classic cap.

I tried creating a quest to store a person's maxlevel then restore them to that automatically if they were delevelled from this bug; however, since it is losing levels, a sub EVENT_LEVEL doesn't work. Does anyone have any thoughts about this haha? I've tried pretty much everything I can think of now.

does this only occur when the client does something that causes an experience calculation of some sort (kill/death/quest reward)?

Yes it only results from something involving experience. What I think is happening is people are getting maximum experience in a classic zone where it is capped at 51, so when they go time a zone with a higher level cap and get experience, they go to 52 instead of levelling up or staying at their current level. I think it has something to do with the client wanting to go to 52 from maxing out their exp in a zone where the cap is 51

did anyone resolve this issue i am discovering this now on my server, we have the same thing, 6 rulesets, with increasing level caps on each new zone set

i am unable to recreate it myself it doesn't seem to happen for eeveryone, and it isn't specific to a client, it happens on sod sof uf and titanium

i think i figured it out,

when you have a max xp level 50 and max level 60, teh playesr can "go to 60" in those max level 50 zones, and then when they zone to a zone that has a higher max level xp cap and kill 1 thing the server farts and gives the player level 52 instead of level 61
