Ok this is making me mad, mobs hit like once every 20 attacks

Only players use the skill_caps table for skills.

BTW, I added a new rule in Rev 1889 to resolve this. Sorry for the issues it caused you all!

trevius, thanks for the updated skill_caps table. It solved the problem on my server. The npc's that were missing me before are yet again kicking my arse as intended.

You know what I think the mobs do use the skill_caps table.. I am getting complaints now from people after I fixed the skill_caps table that mobs are raping everywhere..

That may be from any rules you adjusted while trying to resolve the player missing issue.
