Default Question about GM commands and leveling

If I use a level command to level a character in game, do the PC's skills also cap? If not, how do I cap players skills?

Reason: Me and my friends are going to be playing on a server I made and I wanted to get us all to level 10 or 20 and start playing. But If I get my friends to level 20 and their skills are still at 0, well then that sucks.

Leveling a player does not increase his skills. For that, there is another gm command:

#setskill [skill num (0-73)] [number (0-255)]

or

#setallskill [0-255] - Sets all of the targeted player's skills to number.
