looking for a perfectly spawned city

ok I'm looking for a city with all NPCs and newbie mobs so I can try to reproduce all newbie and low lvls quests for this city using allakhazam

can someone tell me wich city would be the better one , qeynos , halas freeport kelethin ?

All those 4 cities are more or less complete (they're not up to date with EQLive, but at least 95% of the spawns are in the right place).
I haven't done Qeynos Catacombs/Aqueduct yet, though.
Felwithe, Cabilis, Rivervale and Erudin (not the Palace) are also reasonably good but have problems with the NPCs in some buildings. Paineel, Neriak and Ak'Anon are the worst/buggiest (being mainly underground or enclosed, and on multiple height levels)

anyway I was wondering about a thing , is it possible to have a NPC handle a random reward , like a piece of cloth armor but not always the same piece ?

waiting a little more for the new admin tool cause the old one is a really need some options like a sort by zone or by name , like it is now its unusable to setup existing quests ( not to make new ones though )

As far as I know you need to specify an exact item number for the reward. No randoms in there yet.
