hot bar 3 for example. is it possible to rotate horizontal instead of it's vertical default?

No. 1-2 are horizontal. 3-4 are vertical.

Actually, back a few years ago I was hacking the EQ UI and there was some talk of being able to do this. I've never done it, but if you go to the eqinterface forums you could probably get some help with it.
