When submitting pull requests, should we add a changelog entry or is that the responsibility of the merging dev (since the time stamps could vary depending on how long it sits in the queue)?

When submitting pull requests, should we add a changelog entry or is that the responsibility of the merging dev (since the time stamps could vary depending on how long it sits in the queue)?

Better if the person going through the merging dev because changelog merges are usually a bitch.
