I found that that skills need to be set to 1 
to go up.  for example setskill 28 1  
for hand to hand.  Naturally, this is a bitch 
to set all you players so I set an npc with 
a quest that does this: 
(file 1.qst in quest dir) 
(it is important that you leave a space after the setskill args or 
it will not parse.  Just cut and paste the code and it should work)
