Sounds like hardcore packet loss. The only thing you can do is contact TMobile and see if they can do anything on their end.

Make sure you are doing it on a 3G connection at least, or else the latency will be too bad. Also, make sure you haven't gone over your data cap or it'll go right back to lower speeds and throttled speeds if you're with TMobile.

If you have the money, invest in unlimited 4G data for EQ if it's your only connection to the net. This should let you watch youtube, etc, without hitting the data cap.

Another thing to consider is the brand of phone you are tethering off of. I was able to play, albeit at 800ms ping, on a shitty old Nokia phone 4-5 years ago with TMobile because nothing was running in the background. You may want to disable the automatic retrieval of texts and emails while tethering.

Another option is to try USB tethering if your phone supports it. It could help alleviate the packet loss you receive by directly connecting you to the phone.

I regularly travel with my Surface Pro and cellphone wifi tether using TMobile near the Philadelphia/Tri-State area, and rarely drop signal except when I switch cell towers while playing EQ. Sometimes, though, TMobile has to do something on their end to fix it when I have an issue. Wouldn't hurt to call at least.
