Documentation is far from scarce on this site. Literally hundreds of posts pertaining to server and client connect problems. You just have to be patient enough to search, search again, and search some more. The Wiki article you used is good, but I think this one is newer:

In fact, lots and lots of stuff appears when I go to the Wiki and search on Minilogin.

You can also attempt to setup a public server first, just to see if things are working ok, unless you cannot due to bandwidth limitations.

happens after you have authed to minilogin and its passing your stream to the world.exe server but it sounds like your port 9000 isnt open to recieve the stream. Another thing would be to make sure you have ports 7000-7100 open for the zone.exe program

also try making a copy of the patch_6_2.conf file and renaming it to opcodes.conf

first you will need to rename opcodes.conf to something like old_opcodes.conf

I'm not sure you have to do that, though. Doesn't the world read all 4 opcode files once a client tries to connect? I don't have a copy of my logs here, but I know it tries the 3 client-based opcode files once my IP is detected.
