Editing / changing Loot tables and items question..

There isnt anything seriously easier to get up and going? PHP.net gives a ton of crap none of which I can find out how to install for WINDOWS 7. If i could get that install It might be be so bad....but to consider there 100 links none of which lead to any sort of install...its rather pointless to keep banging my head against this project. GRRRRRR
