Yes links are dead... since a long time... Too long !
I don't know who make it :(
For create a EQEMU account, try to see in User CP (bottom left) / login server / Create a new LS account :p

Also see instructions for claiming logonserver accounts. You may need to do that. There's a post in Tutorials about How To Claim a Loginserver Account.
