Include Electrodes with the game and make it manditory to wear them to play. That way if a GM finds a cheater, he can kill them. Little by little the cheating population will be eliminated.
Of course a lot of innocent people will be killed by the GMs who "Can't GM right and have fun so I will cheat and kill someone"
