This sounds very indicitive of a wrong client version problem. The easiest way to fix this is to install Titanium and follow the client config in the wiki. Make sure you don't run everquest through the desktop or start menu short cuts it creates when you install Titanium.

If you don't have titanium, I'd suggest getting it. It's $20 or less most everywhere and is the direction that it appears that the EQEmu team is going in, in terms of development.
