When Luclin was released, it also released the new optional UI (which wasn't customizable right away) but still had a choice between the two because at the time, the new UI was rather memory intensive.

Remember having to stare at your spellbook and not see anything that was going on to med? =P

A while back, a co-worker of mine showed me the original EQ beta. It was semi top-down view a lot like Zelda

I do know that the Old EQ UI was still available when Luclin came out. You could either use the Old "Classic" UI or do a full screen "Velious" UI which was basically transparent windows that you had the ability to change the color of and that was about it.

According to Allakahazam's Patch History Page Luclin went live on December 4th 2001, the New Interface went live on July 24th 2002 and the Classic and Velious Interfaces were extinct on January 9th 2003

Which is about how I remember it happening because I distinctly remember the new UI not coming out until sometime after Luclin was released but before PoP was released.

Yeah but you had the option to disable it for a few weeks.
I was able to play with the old ui for at least 5 more patches and then they forced everyone to use the new UI.

Holy bump of death... well far be it for me to not chime in on this one. I started playing around March/April 2001, right after Velious. I definitely had no new UI - started with the clunky old marble looking one until someone showed me the way, to this UI

- which I used until <whenever> the newer UIs came to being. As you can see by the image number, this is actually the 3rd screenshot I ever took in game. Oh, the old days... never be the same.
