i'm no wiz but sounds like mom may have a lag issue if your both in the same home ? then could be a router issue. but sounds like you may not have enough bandwidth for both pc's or maybe not set to share the bandwidth equally a friend of mine set up mine for my sons xbox 360 and my pc he set it to give me more of the bandwidth for my pc than the xbox but not sure if this is your issue but sounds like its not with eqemu you have reinstalled with no change so i would look at your network set up hope you get it going
