Default Need help with server install please

hello - I've followed the server install guide pdf file to the letter twice now and both times I cannot get a server running. I've searched everywhere on the forums but can't find an answer to this:

When I launch the start.bat file, the dos windows that are supposed to pop up with lots of "[Debug]..." lines, pop up but close instantly. My log file has the following lines:

[04.09. - 20:28:39] Starting Log: logs/eqemu_debug_world_3268.log
[04.09. - 20:28:39] [WORLD__INIT] Loading server configuration..
[04.09. - 20:28:39] [WORLD__INIT_ERR] Loading server configuration failed.

If anyone can offer any advice I will be eternally grateful. Here is my config file and thank you in advance for any help:

If you want to use the .full xml config, you have to remove the .full from the end of the file name. You will have to either delete the short version or rename it first though. But really, all you need to config is the short version.

I'm sorry I should have posted the config file I'm using. The config file I posted is the short version. I deleted the .ful version when I went through the install. So the file posted above is "eqemu_config.xml". I hope that helps describe the problem. PLease let me know if there are any more suggestions. I'm totally stumped.
