This sounds like it may either be an issue with how you have the directories setup in the
configuration file (
eqemu_config.xml), or possibly an issue with Perl. Do you know if you can execute a simple Perl script outside of the server?

plugins directory should have 4 files:
so there's definitely a problem there.
