Usually, when a server starts up there is a number of dynamic zones that should be running. The number of them are defined in the database, you may also define some static zones in the database as well. If you are using PEQ then, I think, 5 or 6 dynamic zones start by default. These are used when you are zoning. Check your processes tab to see if you have the zone process running and how many. Then check your logs to see if they give you any information. Post back if you have checked the logs and can't figure out what they are telling you.
