So you ran a backup in eusing before you started about how many errors showed up in eusing that you repaired. Ive ran this program quite a few times on quite a few systems and have never seen anything of the likes show up so it sounds like you had/have other issues on your machine. just ran it on a work machine and had 566 errors show up repaired them all and everything is good.
For the control panel thing i dont know why this would be turned off unless you turned it off but check to make sure Software Licensing Service (SLS) is enabled in your windows services. If its running just stop the service and restart the service see if that gives you back your control panel also. Run some antivirus and spyware software just incase cause you have some fishy issues going on. Worst part is trying to diagnose all those issues is probably gonna be more time consuming then saving your files and redoing your system.
try running system file checker command for it is sfc /scannow i think that should check your system files for missing or corrupt system files think that still works in vista
Also check in your registry
go to Start >> Run >> type 'regedit' >> hit ok, or press return
goto
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System
Forgot to mention also check:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\curr entversion\policies\system for these keys
Check in there for keys saying any of the following NoDispCPL, NoDispBackgroundPage, NoDispScrSavPage, NoDispAppearancePage, or NoDispSettingsPage. If you see any of these delete them or change value from 1 to 0.
These are a couple things to try/ check can also try using another user account to login to or create another if you dont have one and see if you have the same issues in the other account. That can tell you if you have a corrupt account. After you have tried all these i would have to look around for more ideas for you cause i would be thinking more spyware/viruses.
