Default *ANOTHER* cant log in char (not like Bens)

ok, I have read almost everything (i think) and I cant find anything like this on the boards. Its same problem as Bens Post. I cant log into world after creating a new char. The only thing is I am not using a 192. IP

Running winME and win98

There is only ONE thing I can see that might be the problem. In the README.TXT it says that the world.exe window should say the following:

LoginServer.ini read.
Using database 'eq' at localhost
Loading items...done.
Loading guild ranks...done.
World server listening on: YourIP:9000 <<<< This is problem
Connected to LoginServer: eqlogin.eqemu.org:5999


My world.exe doesnt say my IP, it only reads the port. I have entered the IP in the LoginServer.ini file in the WorldAdress= it reads as follows:
