What I would do is launch a command prompt and check that your file isn't called eqemu_config.xml.xml, or something:

Code:
C:\eqemu>dir eqemu_config.*
Volume in drive C has no label.
 Volume Serial Number is DA34-F279

 Directory of C:\eqemu

09/11/2008 15:12 715 eqemu_config.xml
               1 File(s) 715 bytes
               0 Dir(s) 300,847,251,456 bytes free

C:\eqemu>

I am running Windows XP and I recently had to re-install Windows.

I made sure I was up to date on Service Pack 3 and had all the patches for XP Pro.

I received the same error:

Unable to load 'eqemu_config.xml': Failed to open file

I would open command prompt and drag my World.exe file into it to try and run it from there. But it did not work. It still could not find my eqemu_config.xml file. I made sure my file was in the right folder, spelled correctly, correct extension, and there were no errors in my file.

If you are having this same problem, follow these steps:
Run a command prompt, (cmd.exe in Start>>Run)
Change your directory to where your eqemu_config.xml file is (This should be your server root folder)
To do this, you should type something like: cd C:\eqemu\ into the command prompt
Now type world.exe into the command prompt and press Enter.

If it loads correctly, open a new command prompt and repeat this process except with your zone.exe file.

For some reason, my world.exe and zone.exe files were having trouble finding the eqemu_config.xml file from the directory, and I was forced to move to that directory in the command prompt prior to running world.exe. After doing this once, my programs are now able to find the right folder, and I can run World.exe and Zone.exe right from my folder without having to go through this process.

Hope this helps!
