A handful of questions:

Did you download precompiled binaries or did you do your own compiles?

If you compiled your own, what compiler did you use?

Is this system 32bit or 64bit?

What version of perl is installed?

What version of mysql is installed?

I did the compile myself using Visual Studio 2008 Team Suite.

Vista Ultimate x64 and it is fully updated as of yesterday.

ActivePerl-5.10.0.1001-MSWin32-x86-283495

mysql-5.0.77-winx64

I even downloaded the precompiled emulator rev628 from the svn and tried that but it was compiled with an earlier version of perl so I got a missing dll error.
After that I rolled back my emulator version to rev597 which I know works and still got the same error so I think this problem might be in my database.

Ok, I know that linux 64 bit compiles require a bit of source code tweaking to work properly. I have no idea how many of the same issues you might run into under win64.

If you can set a destination arch of 32bit, you might try that before fiddling with the DB.

Well good news and bad news...good news is it wasn't the emulator that caused the problem but the bad news is the character_ and inventory tables in my database were corrupt and I have no idea how it happened. I had been using backed up tables for over a month now but only recent ran into this problem. I had created a second toon not two weeks ago and everything was working fine at that point.
Unfortunatly, with all the changes made to my database I don't have any quick way to find out what caused the problem. Guess it is time to start back tracking through the changes and hope the issue duplicates.
