You are looking for a Non-Legit server with the #level command enabled. Those normally don't last too long because there normally isn't much fun in playing on them for more than a couple hours and then quitting for good. There may be one up on the list, but none that I can think of off the top of my head atm. Sometimes the server name will say "Non-Legit" in the server select screen server description. If you see any with that in the name, try those and see if they have what you are wanting.
