If you aren't compiling it yourself rev974 is most up to date. You can run SoF with it.
You wont need to code anything for the server to be playable. It will run right off install. You will of course need to configure the eqemu_config and make sure the proper ports are forwarded if behind a router.

You'll only need to "code" if you are planning a custom server. Then you'll need to know a little perl and at least have some basic knowledge of mysql.
Though nothing like learning through experience, just remember to back up your DB often especially before trying new code or altering any tables...

You need to know C++ to code. You need to know Perl to do quests.
