well image, wouldnt it just be division to find the refresh time from level to level? i might be wrong though. But cant you just make it to seconds, then just divide it by the number of levels that you are figuring out? (that is a bad explination)
ex-
You want to find how much the refresh decreases per level. So you convert 9minutes (just off the top my head) to seconds, thats 540 seconds. Say this skill you get at 51 and you want to see how much it decreases per level. Just divide that 540(base refresh) by 9 (the difference between the level you get it and the maximum level). That would be 60 so if the refresh time was going to decrease an equal amount every level until it hit level 60 than it would be decreasing 60 seconds a level or just 1 minute.

Just an idea but i dont know how stuff like this goes in real EQ, my only character was a mage and pally so wasnt to big on refresh rates.
