PEQ does it, though they aren't a PVP server, but the concept is something i've held onto dearly. As for plugins that do harm gameplay? Most of them are easily patched serverside... and if you give people a pre-compiled MQ2 with approved plugins it's honestly better, as people are less inclined to cheat if there's nothing to cheat with. As for macros? Restrict 1 client per IP, that's the only use I can see for macros anyway, dual boxing.

Just my two cents. Security by obscurity doesn't tend to work.
