I hope my previous post was clear enough. My point was to prove that port 7000 isn't being blocked by the router or firewall. It gets through when being used for whatever 9000 is normally used for. It's just not being resonded to when used as one of the zones. I've tried moving the zone ranges around but they just don't respond to external hits.
Is there some other setting anywhere that differentiates between internal and eternal clients?
