Making a new NPC with a new quest?

As nenelan said, you don't need to reboot the server. Just do a #reloadquest or #reloadpl within the game to refresh/reload quest files. Another thing to remember is that spaces are turned into underscores "_" and the apostrophes "`" need to be hyphens "-". Numbers and the pound signs "#" along with other special characters won't show up for the player, but if you use them, your file needs to match. And they are case sensitive.
