Yeah, these are custom items. In fact, the container is a custom item too.

Hmm, maybe that's the problem. I wonder if there is a setting that will make my custom-item container not open up into the Tradeskill-Window view so that it only opens into the regular-container view. That will solve the problem. Anybody know if there is a setting like that and where it is?

Seems like I saw something somewhere on that, gonna have to search...<muttering to myself>

Yeah that was it. The custom container I made was a copy of the Jeweler's Kit and so the 'bagtype' column in the 'items' table was set to 20 (20 = Jeweler's Kit). So I changed that to a 30 (30 = Quest Combine container) and now you can't open the "Tradeskill Window" anymore--only the regular container view with the "Combine" button. So now the recipe works just fine.

There's likely a reasonable explanation why the ingredient ring was not being consumed when I used the "Tradeskill Window" (as opposed to manually combining the recipe in the "normal container view" with just the "Combine" button) but that is pretty much irrelevant now, and likely it is because I was not using it correctly anyway.
