Default HP displaying wrong?

I've had a server up for a little while and decided it was time to resource a new DB and copy all my NPC's etc... over to the new DB. I also recompiled. Now I get this thing where my HP never goes to cap. For example, lvl 1 mage sits at 20 hp and when resting it goes to 24 hp then back to 20 even though it says I can get 31hp. Sadly I don't know what to do to fix this. Thanks for any help!

idk if this has anything to do with it but I'll post it anyways. I am using newest DB release and source.
