Ok. Fixed the issue, so far so good anyway.
I grabbed this:

Once installed, I clicked on the active window that was off screen. I then right clicked on the sizer util which places an icon on the system tray, then with it reading "Resize EverQuest - Window 2 to" I selected a smaller resolution so that I could gain placement control. Then I exited resizer and began playing. Exited the instance/windowed game and reclicking it's shortcut results in Win 7 placing it in the same darn off screen position -- so I'm still welcoming the location (ini file or registry) that contains the "last position and size" information.
