I just made one on my private server, male dwarf pally in kaladim and I have a 'folded parchment' and am standing right next to the trainer.. This is with my own compiled server from just a few days ago, so it would be the most up to date out there.. dunno. if it's a server run by someone you may need to ask on their server forums since they may have changed something on their end / customized it?
