Two guesses, assuming you have everything in the db.ini set properly, including having the everquest_folder pointing to a valid client install. Although the comment in the db.ini might lead you to believe this isn't important, I've found some of the tools crash without it when they try and play the music.

1) Your MySQL is not setup to allow remote connections.
2) The firewall on the remote machine is blocking port 3306.
