The problem is that RuleI(World, TutorialZoneID) is returning the value in RuleI(World, MaxLevelForTutorial) instead of its value. not sure why yet.
Are OPcodes the offsets for packets? Seems as though maybe they're off for those two values if so? If this is babble, I've yet to dive into EQEMU at the source level, besides only having just poked around it a little, so don't mind me.
