What you are looking for is called a non-legit server where they just give you access to GM commands like #level, #scribespell, and #summonitem. Unfortunately, those types of servers don't normally last long because they only hold a players interest for about 2 hours tops, then they never play it again.
They do occasionally pop onto the server list for a week or 2 when some random person puts one up for personal use or for fun, but I am not aware of any that currently exist. It used to be that the server would just put (non-legit) after the server name so players knew what type it was, but isn't always the case anymore.
