Are you just wanted full reign with GM commands on a server? If so make an account on Legacy of Froststone and I will transfer it to the test server. Everyone has higher access on there. It is Velious only content though, not sure if that it what you are looking for.

As in classic through Velious or strictly just Velious? Either way I would very much appreciate it. I'm just looking for a way to visit a few of the old haunts, whack a couple of my favorite old mobs, etc.

Through Velious. Just create an account and character on LoF and I will transfer it over to the test server. I need to know the character name.

Splendid thank you. I am reinstalling Titanium at the moment, so I will get a character created in about ten minutes. The name will most likely be Huzzah.
