It's talking about your system path.

Part of the problem is that 'setx' which is a basic binary in C:\Windows\system32\ is not even found in your script, so that part of your path is messed up.

You should not have any instances of mysql in your system path when running the script.

MariaDB installs and it adds MariaDB to the system path during the installation of the script via setx, and if your system can't find setx, your path is also screwed up for where the windows binary for it is stored as well. Which reinforces my clean install comment.

Basically the two following entries need to be present in the path after the installation is done (Bolded)

Code:
C:\Windows\System32>for %a in ("%path:;=";"%") do @echo %~a
C:\Windows\system32
C:\Windows
C:\Windows\System32\Wbem
C:\Windows\System32\WindowsPowerShell\v1.0\
C:\ProgramData\Oracle\Java\javapath
C:\Perl\site\bin
C:\Perl\bin
C:\Program Files (x86)\Intel\iCLS Client\
