First, a friend told me that in EQEmu you cannot actually 'play' as in level up, kill stuff, etc. but just run around and look at a map. Is this true?
There are minor bits holding back actually playing, pathing and a few other bugs/things that need to do done. But I the development team is doing a great job and working hard to improve the emulator(keep up the good work guys). There are a few servers that are moving towards "legit" (as in EQLive style) play.

Secondly, if I were to host a personal server so I am just by myself without an internet connection, would the computer have to be on 24 hours a day or is the emulator capable of a 'savestate' so that I can bring it back to where I was before I restarted the computer?
It saves your char.
