Tool boxes can be found on 2 different tinker merchants in PoK.
Suggestions.
There is a toggle that can turn off mobs ability to use items they spawn with, perhaps this should be shut off.
Also a server with inflated gear but nothing else changed is still a server where all the gear in the world doesn't help if i'm death touched or feared or banished. Some of this crap needs to be removed and or mobs nerfed in some way.
Don't know if the server needs a hub but a PoK gate clicky or something would be swell, maybe even a buffer npc
I realize all of this is a lot of work so maybe just give a heads up on your plans for this server so we can decide if its worth the time investment.
