Not sure if this will help, but something I ended up having to do a long time ago. Check the programs installed in your windows OS. (programs and features). Just check to see if there is a "MS" MySQL version installed. I uninstalled mine, and it solved a couple problems. I've also read about people having problems with xamp installed. I've never used it for anything, so I don't know, lol
