More concerning I think is I downloaded a few of the PEQ dumps and not one has a table named 'faction_base_data'. Is this deprecated? If not, where to get it?
faction_base_data is a table added by revision 9137. It's relatively new and its part of the switchover to the client based faction ids, which is why when this update runs, quests are backed up.

If you're creating a new server fro scratch, I believe the peq quests are already converted.

I'm a little worried that the update process will try and update the quests again, which would be bad.

Akka, will that be an issue? I know we discussed this, not sure where we left it.

That said, it looks like you have other issues to be resolved first, but use me as a resource if any remaining faction issues come to bear.
