This thread will probably be moved to Development::Bots but I have noticed the same thing recently after loading my server up again for the first time in about 8 months.
It didn't use to do it, that much I can say for sure. But I haven't really tested it on other characters, so I can't verify if it's just one character or across multiple characters/accounts.
Another issue I've had is when I spawn my group, and try to invite them, maybe 10% of the time they just never join my group and I need to despawn them and spawn them again, or sometimes they don't show as joining the group, but when I zone, they're in my group all of sudden. It's mostly just an annoyance nothing that i've been terribly concerned with since ultimately I'm still able to get my bots to join even if I have to try 2 or 3 times.
