Appears that it is the Mercs that caused this. I did the updates for the server using the script to pull db updates and that is where it all went wonky.
I did fresh install and enabled bots as normal and was about to do Mercs when I saw the script and saw the tables. The tables of which were in question . So Bots will be in and Mercs are out. Doesn't seem to be anyone actually maintaining Mercs and Bots actually works well enough.
Anyone have this issue you now know the cause.

Mercs definitely do work, but as you stated, they get much less use than bots these days. Just a heads up that if you have any future issues you may want to consider posting to the Eqemu discord. You'll likely get a lot more help there:
