To answer your questions:
1.) Yes, there will very much be NPC interaction. Every NPC being put into the "safehavens", or cities if you will, will respond to hails with either information about the server, i.e. will tell you a little about the story of the server, give out quests, or just greet you and tell you what their place is in the world.
2.) There will be a very dynamic storyline - many of the actions players have will change the world for better or worse...and the story will continue to unfold as players advance throughout zones, opening up new content.
3.) Definitely. Quests will be a major part of leveling and acquiring items at low levels, but not so much that you will be required to quest. It'll be a choice players have, you can either camp the named in zones for treasures, or you can complete quests for items - it's all up to each individual player. Suffice to say, quests will be very rewarding for the level appropriate for them. We'll be fully utilizing the new quest system the EQEmu has - and as such, certain NPCs will be able to give out multiple quests, all based on the level of the player. So players will be encouraged to visit the local NPCs often to find out if they have new quests available to them.
There will also be tradeskill quests, so tradeskillers can not only profit off of their wares by selling to fellow players, but also gain items and experience by completing certain tasks given out by NPCs.

Website we're not in a hurry for right now, the server like said above is in very early stages. But eventually we'll need a better site then what I have currently.
