Yes, the purpose of eqemu if to emulate Eq Live, but sometimes in only certain things, like zones. Server hosts decide what they want things like mobs or faction lists to be on their server. While some servers do their best to make their Legit Servers as close to real eq as possible, other Legit Servers may decide to have it Legit (not being able to summon items, #level, etc.) but with a twist, meaning not exactly or not like Eq live at all. As for a good legit server, either play on one already made (GW for example) and be satisfied with all the hard work the put into running it, or figure out how to make your own server (Make use of the Readmes and Search function) where you can have the mobs, factions, etc., anyway you want.
