Default One of 1017 solution

I found that the different version of the eqgame.exe may cause 1017 error.
You can try to use SOE's eqgame.exe instead of EqEmu Pacher's eqgame.exe

Ok, this may sound strange to some of you... after patching to live I continued to get a 1017 error, I went back and ran the EQEmu patcher and then patched to live again and it was gone, I could then play on all the servers.

you would have probubly gotten the same results if you had done a complete file check rather than live->Emupather->live

This error is also caused when a server firewall/nat has UDP set to off. So, try a different server, if you a client, and if you are a server; you know what you did. :P
